Job Description: The Policy, Planning, and Development Supervisor will serve three vital functions for the Behavioral Health and Justice Related Services Division (BHJRSD) and the Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) -1) policy and development, 2) planning and operations and 3) intergovernmental legislative support. The Policy, Planning, and Development Supervisor will provide legal and policy support to BHJRS and DBHIDS to improve the treatment of justice-involved Philadelphians with behavioral health challenges. Policy work will include legal research, analysis and writing as well as policy development and reform. Policy work will focus on issues related to mental health law, cross-systems information sharing, competency to stand trial, and Assisted Outpatient Treatment (AOT), among others. The Policy, Planning, and Development Supervisor will oversee BHJD’s Forensic Associate program which employs local graduate students to support the Division by conducting research on behavioral health and justice system related law and policy. Oversight of the program includes providing task supervision and supporting the professional development of the Associates as well as developing and maintaining relationships with local universities to maintain a strong applicant pool. The Policy, Planning, and Development Supervisor will lead efforts to support the implementation and ongoing revision of the BHJD Strategic Plan aimed at reducing justice involvement for Philadelphians with mental health and/or co-occurring substance use challenges. This plan focuses on improved outcomes and internal alignment, integration, and coordination for all forensic services across DBHIDS and aligns with DBHIDS’ PACE Strategic Plan. Implementing the BHJD Strategic Plan will require cooperative intra-agency work within DBHIDS and inter-agency work with community behavioral health, city government and criminal justice partners. The plan aligns the goals of Philadelphia’s Stepping Up initiative, Philadelphia’s opioid response and other substance abuse response Initiatives, and ongoing justice system improvements facilitated by the city’s participation in the MacArthur Safety and Justice Challenge grant awards, among others. Duties and Responsibilities Specific duties include: -Conduct legal and policy research and analyses; communicating findings effectively for a variety of audiences through verbal and written communication. -Analyze, develop, and implement policies and procedures related to the management and treatment of individuals who are not competent to stand trial -Lead cross-system information sharing initiatives. -Research and communicate local, state, and national guidelines, laws, best practices, and standards as needed for forensic initiatives and programming at BHJD and DBHIDS. -Develop an inventory of behavioral health and justice system policies that impact Philadelphia’s justice-involved behavioral health population and prioritize their review. -Oversee the Forensic Associate program, providing supervision, professional development opportunities, and project coordination to Associates. -Develop an ongoing inventory of all DBHIDS initiatives that serve the behavioral health/forensic population across the Sequential Intercepts. -Identify system work flows, with the purpose of eliminating overlap and duplication, breaking down program silos, closing gaps and overcoming infra departmental barriers. -Develop processes to improve communication and information flow throughout OGHIDS for all behavioral health/forensic initiatives. -Integrate all new mental health/co-occurring disorder forensic programming into the BHJD Strategic Plan as programs unfold. -Lead in the identification of funding sources to support the work of the BHJD strategic plan, including but not limited to grants and foundations -Lead the development and submission of grants and other funding applications as needed -Attend all DBHIDS forensic coordination meetings, taking detailed notes of discussions and coordinating follow-up tasks among DOHIDS units -Assist in integrating the BHJD Strategic Plan into a larger city-wide plan by working closely with external partners, including community behavioral health providers, justice system agencies and city government. -Collaborate closely with the citywide MacArthur Safety and Justice Challenge and Stepping Up initiatives to ensure that planning and implementation efforts are aligned.
Required Qualifications: Skills Required: -Successful candidate should demonstrate an ability to work cooperatively and communicate effectively with a wide variety of individuals and agencies. -Successful candidate should demonstrate qualities of integrity, stability, creativity discriminatory judgment, and negotiation. -Successful candidate should demonstrate a working understanding of individuals with co-occurring illness, Philadelphia residential mental health resources, and case management and consumer entitlements. -Successful candidate should demonstrate a familiarity with community resources and knowledge of how to access these resources. -Successful candidate should demonstrate an ability to coordinate with multiple dimensions/players of behavioral health and criminal justice systems to ensure adequate and accurate provision of services. -Successful candidate should possess a working knowledge of the Philadelphia criminal justice system. -Successful candidate should demonstrate excellent oral and written communication skills, and should possess familiarity with software, specifically: Microsoft Word, Excel, and Access. Education and Experience: -Doctoral degree in law with expertise in health and human services policy required.
Preferred Qualifications: At least 2 years experience working with people involved with the behavioral health and criminal justice systems preferred.
