Elizabeth Bowen, associate professor in the School of Social Work, was quoted in a report by Fox News and Yahoo! News on Los Angeles Mayor Karen Bass's plans for the city’s homelessness crisis.
Bowen said the mayor’s state of emergency declaration would only be effective if it enables the city to mobilize more resources for permanently affordable housing. “Without significant investments in affordable housing, policy success in addressing homelessness is likely to be superficial or temporary,” Bowen said.
